What is this?

A new ‘attraction’ has appeared in the berm.

Any ideas for what this is?
Who put it there?
Why?

We’ve had suggestions that it is:
An old lawn sprinkler
An old child’s roundabout
An industrial water sprinkler
and the best one so far:
It’s a trap for all those that let dogs off leads!
